Morris joins new signings Danny Andrew, Keith Southern and Jamie Proctor at Highbury.
Fleetwood Town have re-signed Blackburn Rovers winger Josh Morris, who had a loan spell at Highbury last season.
The 22-year-old played 14 times as Fleetwood secured a first season in the third tier by beating Burton in the League Two play-off final.
He is the club's fourth summer recruit, and will initially stay until January.
"Josh made a great impression here. He's very popular within our squad and is a fit, motivated player," said manager Graham Alexander.
