"There are some great players on this team. That's why I chose AS Monaco," Jovetic told the club website.
The former Manchester City forward, 27, has signed a four-year deal.
It is reported that Mbappe, 18, will join PSG on loan before Thursday's transfer deadline and complete a permanent 180m euros (£167m) move next summer, so that the Paris club can comply with Financial Fair Play.
Monaco beat interest from Inter Milan and Juventus to sign Balde for a reported €30m euros (£27.8m).
"It's the ideal project for me. I'm very happy to be joining a strong squad, with big players who had a brilliant season last year," said the 22-year-old.
