Davison, 32, has won the WSL title four times in her career during spells with Arsenal, Liverpool and Chelsea, and she spent last season at Reading.
She will be joined by forwards Lucy Quinn, 25, and Rosella Ayane, 23.
Midfielder Chloe Peplow, defenders Siri Worm and Ria Percival, and goalkeeper Becky Spencer have also joined Spurs.
Quinn joins Spurs - who were promoted after finishing second in the Championship behind Manchester United - from Birmingham City, while Ayane arrives from Bristol City.
Peplow, 20, has spent the last 18 months at Brighton, Netherlands international Worm, 27, has joined from Everton, while both 29-year-old Percival - a New Zealand international with 143 caps - and Spencer, 28, have moved from West Ham.
Meanwhile, Tottenham have announced they will play their home games at Barnet's The Hive Stadium from 2019-20 onwards, having previously played at Isthmian League Premier Division side Cheshunt.
Women's Championship side London Bees are also based at The Hive.
"The facilities are progressive and modern and will give us a brilliant base to work from," said Heather Cowan,, external head of women's football at Spurs.
The club also hope to play a WSL fixture at Spurs' new 62,000-capacity Tottenham Hotspur Stadium "if scheduling permits".
