Rangers have appointed Nils Koppen as director of football recruitment, subject to receipt of a work permit.
Koppen, 38, leaves Dutch club PSV Eindhoven, where he was head of scouting, and will start his new role on 2 January.
The Ibrox club said he "will be tasked with ensuring the club have a thriving player trading model, and leading the recently revamped scouting set-up".
And Koppen believes it "is a crucial role for the club's forward strategy".
"The chairman and CEO have both been clear in recent times our player trading model has to function better and on a more regular basis," he added.
"I look forward to working with the scouting team already here at the club to ensure we reach our goals in the coming years."
Meanwhile, Tom Taylor will be Rangers' new head of performance, arriving from Brighton and Hove Albion on 22 December.
Ross Wilson left the role of sporting director at Ibrox in April, joining Nottingham Forest as chief football officer.
