Hungary were drawing 0-0 with Portugal for more than 80 minutes before conceding three times in the closing stages.
Group winners, runners-up and the best four third-placed teams advance to the round of 16.
France, Portugal, Germany and Hungary play their third and final group games next Wednesday at 20:00 BST.
While European champions Portugal face world champions France in Budapest, Germany host Hungary in Munich.

There were 67,000 fans inside the Puskas Arena for the match against Portugal. They will really get behind their team again against France.
But this match is a big challenge for Hungary.
