Wales women will not face France women's Manon Andre in the Six Nations on 27 February after lock was banned for three weeks for making contact with an Irish opponent's eyes.
Rhys Edwards' side are title contenders after beating England women in their opener and adding Scotland's scalp.
Andre was cited in the wake of France women's 10-5 win in Ireland.
A disciplinary panel could have imposed a 12-week ban, but felt three weeks was justified.
"The committee considered it at the lower end of World Rugby's scale of seriousness, carrying a 12-week suspension," read a statement.
"It noted the need for deterrence but also the existence of compelling and exceptional off-field mitigating factors in applying a nine week reduction from the entry point, to reflect the fact that, without such a reduction, the sanction would be wholly disproportionate to the type and level of offending in this particular case."
Wales women face their French counterparts at Sapiac Stadium, Montauban in round three.
France women are unbeaten in the tournament having also beaten Scotland women.
