Harper: No bottomless pit of money for railways
Transport Secretary Mark Harper has said only a reform package will enable savings to be made in order to "free up resources to make the pay offer".
His comment come as Network Rail, train operators and unions remain locked in a pay dispute, with numerous further strike dates planned.
Speaking to the BBC's Laura Kuenssberg, he said the UK did not have "a proper seven-day railway".
