The A38 has been reopened after two people were reportedly injured in a collision involving several vehicles.
Devon and Cornwall Police were called to the incident on the westbound carriageway at Lee Mill at about 07:30 BST.
At the time there were about three miles (4.8km) of tailbacks with delays of an hour, National Highways said.
They have since confirmed all lanes have been reopened but a delay of 15 minutes is expected.
