More than 15,000 new homes could be built across a district by 2046, council plans showed.
Potential sites for development were set out by Huntingdonshire District Council in its new local plan.
They included 4,000 properties near RAF Wyton and almost 5,000 by Lodge Farm, north of the A141 at Huntingdon.
A report by the Cambridgeshire-based council said it needed to build at least 14,587 homes by 2046, but its plan suggested up to 15,447 were on the table.
The proposed sites included:
Huntingdon: Lodge Farm (4,900 homes)
RAF Wyton (4,000)
Hemingford Abbots: The Lattenburys (3,800)
Needingworth: East of the B1040 at Giffords Park (1,750) and land south of the A1123 (290)
St Neots: Land east of Loves Farm (1,100)
Godmanchester: Land south of the town, off the A1198 (520)
Sawtry: West of Glatton Road (330), east of Glatton Road (170) and land west of Toll Bar Way and Green End Road (330)
St Ives: North of Houghton Road (350)
Little Paxton: West of the Great North Road (220)
RAF Upwood (170)
Alwaton: Land north of 23-33 Oundle Road (165)
Somersham: College Farm, west of Parkhall (120) and south of College Farm (140)
Many of the sites have shops and schools factored into the plans, according to the Local Democracy Reporting Service.
The district council agreed to consult residents on the sites, highlighting them as its preferred options, external, at a meeting on 21 October.
