Officers from Devon and Cornwall Police said they were "shocked" to see the number of young people out in the early hours of the morning.
Police, external officers in Callington in east Cornwall said it had been reviewing lots of footage recently and noticed some children have been out as late as 04:00 BST.
The police force has encouraged parents and guardians to download location monitoring apps.
On Facebook, the force said: "We are aware that sometimes children may lie about where they are.
'Safeguarding apps'
"This why there are location monitoring apps and settings available on most electronic devices, to safeguard children."
Police added: "It may be worth checking to see if your child’s device is up to date and downloading necessary safeguarding apps."
