The female driver was released from her car by Herefordshire and Worcestershire Fire and Rescue service after being trapped in the vehicle.
Emergency services arrived at the crash on A4103 at Fromes Hill at about 06:55 BST.
The A4103 was closed in both directions but has been reopened.
A West Midlands Ambulance Service spokesman said: “On arrival we discovered one patient, a woman, who was trapped inside her car.
“Ambulance staff worked closely with other emergency service colleagues to free the woman, a process which took more than an hour.
“She was treated for serious injuries, not believed to be life-threatening, before being airlifted to Queen Elizabeth Hospital, Birmingham.”
“The tractor driver was uninjured in the incident.”
