A new junction and second bridge at Junction 28 on the M5 in Devon have been proposed to reduce congestion and delays in the area.
There has been significant queuing on weekdays to use the southbound junction at Cullompton, highways bosses said.
Devon County Council said this had reduced air quality.
If approved, the scheme would include bus priority on the local road network and a new multi-use trail on the bridge itself, the council said.

Local people have been invited by Mid Devon District Council (MDDC) to take part in a short online survey, external about the proposal - which is open until Monday 5 February.
The survey results would form part of the strategic outline case for funding to the Department of Transport, officials said.
Devon County Council cabinet member for Climate Change, Environment and Transport Andrea Davis said the authority had been working closely with MDDC to construct a "town centre relief road”.
Local county councillor John Berry said: “A second junction is vital to deliver more homes as outlined in Mid Devon District Council's, external Local Plan.”
Two public engagement events are also due to be held into the proposals, on Monday 8 January at Cullompton Community Centre and Wednesday 10 January 10th at Cullompton Library.
