Proposal to turn house into children's home

Plans to turn a residential property in Derby into a children's home have been submitted.

Star Bright Living has applied for a change of use for a house on Drury Avenue, in Spondon, to provide accommodation for up to two children with learning disabilities.

The company said the site was "not a halfway house or emergency housing for children".

The application, made to Derby City Council, states the children would be looked after by two carers, working on a rota basis, and a manager.

The property is a four-bedroom semi-detached house, with three off-street parking spaces to the front.

Planning papers state children will "live at the property long term, hopefully for many years".

OFSTED will require a "local risk assessment" before approving the property as a care home.

A spokesperson for Rose Consulting, on behalf of the applicant, said: "The purpose of the home would be to support the children to build their confidence, help them in developing life skills and prepare for an adult life outside of an institution.

"This type of support has been found to be most effective in helping these children to have normal lives and not experience problems in later life."
