A crash in a city centre where a Ferrari driver lost control in a 20mph (33 km/h) zone and hit a bike rack and a concrete planter is being reviewed by police.
The sports car was seen on CCTV mounting a curb on Rose Lane in Norwich at about 17:00 GMT on Sunday.
On Monday Norfolk Constabulary said that "no action" had been taken in relation to the collision.
Catherine Rowett, a Green Party county councillor, said she was "quite surprised" by the decision and that the crash "could’ve killed someone".
"If you think a pedestrian could have been there… It's a lucky chance there wasn't," she added.
CCTV footage showed a jogger running alongside the bike rack moments before the crash.
Rose Lane was closed for about 90 minutes as emergency services, including the fire service, cleared the road.
Police said two people had been in the car and that no-one was injured.
A force spokesperson confirmed that the driver of the car was interviewed by officers at the scene.
"Attending officers spoke with two people who witnessed the incident and CCTV footage is being reviewed," a statement added.
"We will be considering driving offences and take appropriate action once our inquiries are complete."
Norfolk County Council, which installed the bike rack and concrete planters as part of improvement works in 2019, external, said it was also investigating the collision, and that it was "unable to quote the cost of repair".
Police said the passenger of the Ferrari aged in his 40s - not the driver as the force previously stated - was arrested on suspicion of breaching court-imposed bail conditions which related to a separate case.
He was taken into custody.
