Businesses in Lincoln have expressed concerns over the impact of seven-months of roadworks in the city.
A one-way system is in place along Newland for the first phase of work which will last for 10 weeks.
The first phase began on Monday, and includes new traffic signals, drainage and footway works.
Lincolnshire County Council said the improvements will lead to "less disruption" for Lincoln in the future.
Jenny Andrews, manager at the Fun Farm Day Nursery, said: "I think it is going to make it difficult for parents to follow that one-way system.
"We have made it very clear that there needs to be access to the building at all times."
Ms Andrews added that she "understands it has to be done".

Lincoln Dental & Implant Studio had concerns over patients being able to access the practice
Kat Behan, manager of Lincoln Dental and Implant Studio, said: "We are not sure if our patients are going to make their appointments on time because of all the traffic coming through."
Emmanuel Papadopoulos, director of Greek2Me Bakery, said: "The roadworks are inevitable so at the end of the day it is what it is.
"However, given it will take until the end of the year, it will definitely be a hindrance to my business."

Warning signs will be in place two weeks prior to any road closures
Richard Davies, executive member of Lincolnshire County Council, said the existing infrastructure is "starting to deteriorate".
He said: "We are taking the opportunity to improve it all now before it can get any worse.
"This will also mean less disruption for Lincoln in the future.”
He added: “We encourage everyone to leave extra time for their journeys and to treat our workforce with respect.”
A westbound closure of Newland will be used when needed throughout the project, between Wigford Way and The Avenue.
The main diversion route for the westbound closure will be via East West Link, Tentercroft Street, Rope Walk and Brayford Way.
Road surfacing works will be carried out overnight during weekday evenings, between 19:00 and 06:00 BST, under a full road closure.
