A council said it was developing a masterplan to revitalise a town centre over the next 15 years.
The project by West Northamptonshire Council, external will cover more than 400 hectares (988 acres) of Northampton and aims to promote the town's sporting and cultural heritage.
It also wants to improve accessibility, encourage sustainable transport, create employment opportunities and enhance public spaces.
The council said it had appointed a "nationally renowned" team of regeneration specialists to shape the vision.
Dan Lister, Conservative cabinet member for local economy, culture and leisure, said: "Northampton is undergoing a period of transformational change, and this masterplan will set out the next phase of regeneration projects."
A public consultation will begin in the early summer, inviting residents, businesses and stakeholders to share their ideas.

The council's masterplan hopes to build on its other projects, including the proposed STACK development near the Market Square
