A yellow weather warning will be put in place for Devon and Cornwall on Monday evening.
The Met Office issued the warning for 18:00 BST which is set to last until 03:00 BST on Tuesday.
The forecaster said rain would become "persistent and heavy" and may lead to some impacts on travel and infrastructure.
It added flooding on roads could make journey times longer, and "interruption to power supplies and other services likely".
