Police are hoping to speak to potential witnesses after a man was said to have picked up a child before running along the pavement with him.
Gloucestershire Police said the unknown man was reported to have approached a woman and her two children at a bus stop at about 11:35 BST on Tewkesbury Road, in Cheltenham on Thursday.
The man later ran along the pavement with the child in his arms before returning him and putting him down.
Police said the woman then challenged the man, who later became verbally abusive towards her before getting on a bus towards the town centre. The child was unharmed.
While a man, aged in his 40s, has since come forward following a CCTV appeal, officers are keen to speak to three people: an elderly man and woman who were together, and a lone woman.
Anyone who witnessed what happened is urged to contact the force.
