On Thursday, officers were called by North West Ambulance Service to Findlay Place, Workington, at 11:46 GMT about the sudden deaths of two people.
Cumbria Police has now arrested a man, in his 40s, and a woman, in her 30s, on suspicion of supplying drugs.
The pair have been released on bail while the force continues its investigation.
It said the deaths were being treated as unexplained, but not suspicious.
