A former newspaper office that was later earmarked as an air traffic control centre could be demolished and the site put to use by a nearby port.
New Century House in Inverness' Stadium Road has lain empty for five years.
It had provided offices for Highland News and Media, publishers of the Inverness Courier, before Highlands and Islands Airports Ltd (Hial) took it over.
Port of Inverness has submitted plans with Highland Council, external to clear the site and use it as a storage area, including for wind farm components.
Hial had planned to transform New Century House into a surveillance centre controlling flights to and from its Sumburgh, Dundee, Inverness, Kirkwall and Stornoway airports.
The project, which was opposed by the Prospect union, was scrapped in 2022.
Port of Inverness is part of the Inverness and Cromarty Firth Green Freeport.
Over the last 11 years, almost 350 turbines have been imported through the Inverness port for onward transportation to wind farms in the north of Scotland.
