Detectives are seeking witnesses and information after a man was seriously assaulted in the early hours of Thursday 6 November.
Devon and Cornwall Police said there was an altercation on Broad Street in Ottery St Mary at about 00:30 GMT, in which a man sustained serious head injuries, requiring hospital treatment.
A 53-year-old man was arrested on suspicion of inflicting grievous bodily harm without intent, and another man, 49, was arrested on suspicion of assault by beating.
The men, who are both from Ottery St Mary, have been released on bail pending further inquiries, police said.
Thousands of people flocked to Ottery St Mary for the annual flaming tar barrels spectacle on 5 November, and police said videos in the area may have captured the attack.
Det Con Jordan Pearce said: "There were still a lot of people in the area who had attended the Tar Barrels event, and it is possible that videos were captured of the incidents at the time.
"We are appealing for anyone who may have captured any video footage to come forward as they may have evidence that would support our investigation."
