The clean-up continues in Bognor Regis more than a week on from disruption and flooding caused by Storm Ciarán.
Two flood warnings remain in place for the Aldingbourne Rife in Bognor.
Speaking to BBC Radio Sussex, Arun District Councillor Gill Yeates said every day felt "like a threat".
"For our community I just cannot stress enough the anxiety that is with us every day as to whether we will flood," Ms Yeates said.
The Environment Agency said it was operating defences in the immediate area "to mitigate the effect as much as possible".
'Devastating'
On 2 November, Andrew Penegar's home flooded with 6-7 inches of water.
Mr Penegar found out after he heard his dogs splashing around downstairs at about 04:30 GMT.
He has been living upstairs for the last week and described the situation as "catastrophic".
"It's devastating really when you see your possessions floating around in grey, dirty water," he said.
Mr Penegar thinks it will take six months to repair the damage, and is concerned about further flooding.
An Environment Agency spokesman said: “We know the devastation flooding can have, and we are operating our defences in the immediate area to mitigate the effect as much as possible.
“A flood warning, which means flooding is expected, remains in place for the Aldingbourne Rife," they added.
The agency has moved in heavy-duty pumps in an effort to clear the water.
