How will big banks be modernised to avoid new crisis?
Should the riskier parts of Britain's biggest banks be allowed to fail if there's a new financial crisis?
That is one of the questions an independent banking commission, set up by the government, has been grappling with for months.
On Monday, it will bring out its interim report on what changes are needed to stop taxpayers having to bail out the banks again.
