Merkel: Step towards stable Europe

The German Chancellor, Angela Merkel, says EU leaders have taken a tremendous step towards a stable Europe, after agreeing on financial measures they hope will restore confidence in the debt-ridden eurozone.

The agreement will see greater EU control over national budgets, and automatic penalties for those whose deficits grow too large.
