Why do British employers not take on many apprentices?

A report has suggested that British employers are not taking on enough apprentices.

The Centre for Economic Performance says it is detrimental to young people's chances to get on in life.

Dr Hilary Steedman from the centre told Radio 5 live Breakfast why Britain was struggling with its apprenticeship schemes.
