Robert Peston: RBS report highly significant

Royal Bank of Scotland, which is largely taxpayer owned, should be broken up into a good bank and bad bank, according to draft report of the Parliamentary Commission on Banking Standards.

Robert Peston, the BBC's business editor, told the Today programme: "This is the first draft - it's been circulated to members to glean their views. Those members will then negotiate the final form next week.

"But it is highly significant that the initial draft is calling for something which the chancellor and the prime minister really don't want to see in the commission's final report, which is for Royal Bank of Scotland to be dismantled."
