How do you solve Europe's youth unemployment problem?

What can Europe do - that is not already being done - to get its millions of jobless young people into work?

On Friday ministers from Italy, France, Germany and Spain are meeting in Rome to look at measures to tackle youth unemployment - which is reaching crisis levels in many parts of the region.

According to the latest official EU figures, almost a quarter of under-25s are out of work across the region, but in the south of Europe it is far, far worse.
