'Businesses rates are making investment impossible'
Ahead of the Autumn Statement, the British Chambers of Commerce are calling on the Chancellor to freeze the rates paid by businesses for the next two years.
One nursery owner told BBC news the rates meant he could not afford to expand.
John Longworth from the British Chambers of Commerce told Stephanie McGovern, "We know the Chancellor can afford it... It's the one thing that would make a real difference to an enterprise spending environment right now."
