China outlines plan to raise navy's capability

China has outlined a plan to boost the capability of its navy amid tension over disputed areas of the South China Sea.

China pledged to increase its "open seas protection" in a policy document issued by the State Council.

Across Asia, billions of dollars are being spent on defence - and the budgets are growing.

In South East Asia, annual defence spending is projected to reach $52bn (£33bn) by 2020 from an expected $42bn this year.
