Osborne confirms budget surplus law in Mansion House speech

George Osborne has outlined plans for a new law forcing governments to run a budget surplus in "normal times" - when the economy is growing.

The announcement comes amid concerns over the national debt, which has doubled since the financial crisis.

The chancellor used his key Mansion House speech to reveal the plans.
