Free schools cost double what was predicted - report
The average cost of a free school in England is more than double what the government had originally planned, according to the spending watchdog, the National Audit Office.
Free schools are set up by groups of parents or teachers, and are independent of local authorities.
Critics claim they divert money from elsewhere.
