Why is Brazilian box office hit not up for an Oscar?

Aquarius is a well-received Brazilian drama, that was considered a natural choice for the Oscars foreign language film race.

But the authorities have not submitted the picture.

It is alleged this was an act of retaliation for a political protest by cast and crew at the Cannes Film Festival over the impeachment of Brazilian president Dilma Rousseff.
