Report calls for local care
A report into the scandal of cruelty to disabled people living at the Winterbourne View care home has called for better provision of care closer to people's friends and family.
In 2011 a BBC Panorama investigation revealed that staff were routinely attacking, neglecting and humiliating disabled people living at Winterbourne View, near Bristol.
Sir Stephen Bubb, who heads a charity umbrella group, said his report recommended changing the emphasis on care to close institutions and move people to be looked after closer to their homes.
