Changes to care system in England 'biggest for 60 years'

Changes to the system of care for elderly and disabled people in England have been described as the "biggest shake-up in 60 years".

The Care Act includes new rights for people receiving care as well as those providing it.

It also introduces a national minimum level at which people will be eligible for support.
