Benefit cut plan for addicts refusing treatment

People dependent on drugs or alcohol could have their benefits withdrawn if they refuse treatment, under government proposals.

Ministers could also be given the power to ban new substances for a year until they have been properly assessed, in an effort to clamp down on "legal highs".
