Policing Minister Nick Herbert outlines police shake-up

People in England and Wales are to be given more power over policing under radical new proposals published by the government.

From 2012 they will be able to elect crime commissioners who will control budgets and have the power to sack chief constables.

The Labour Party says the idea is a waste of money, but Policing Minister Nick Herbert says people will notice a "huge difference".
