Adoption: Stable and loving family important for child
The prime minister is due to set out plans to make it easier for prospective parents to adopt children of a different race to their own, in England.
David Cameron will tackle what he calls absurd barriers to mixed-race adoption which he will say means young lives are being wasted while the process takes its toll.
Children's Minister Tim Loughton told the BBC what is important is to find a stable, loving family placement for the child.
