Inspection blames lack of staff for Terminal 3 queues

The recent long queues at immigration at Heathrow were caused by "organisational changes" and a lack of planning according to a report by the independent Chief Inspector of the UK Border Agency.

John Vine found that staff were going off shift just as the airport was getting busy and criticised the way queue times were recorded.

Meanwhile, industrial action at the airport on Wednesday led to an increase in waitting time for some passengers.
