Labour: Child benefit cuts are 'a shambles'

Fewer than a fifth of parents who are to lose some or all of their child benefit have opted out of receiving the payment according to the latest figures.

It means that after the changes come into effect on Monday, around a million people face having to pay money back in tax.

Ministers deny the new system is overly complicated, but Labour has accused them of presiding over "a shambles".
