Assault victim on police 'caution culture'

The victim of a violent assault has described his frustration at the police decision to issue the attacker with a caution, rather than charging him.

The government is reviewing how police forces across the country issue cautions, over concerns that too many are being given at present.

Cautions, issued at the discretion of police, are a way of sanctioning criminals without going to court.
