Childcare ratio plans 'in chaos', says Labour

The reform of childcare - one of the government's key proposals aimed at easing the burden on families - has been thrown into doubt after an intervention by the Deputy Prime Minister.

The idea was to bring costs down by allowing childminders in England to look after more children.

But Nick Clegg says he has reservations, prompting Labour to say the plans are in chaos.
