Legal highs clampdown 'failing' says Centre for Social Justice

Government efforts to clamp down on the sale of substances known as legal highs are failing, according to an independent think-tank.

The Centre for Social Justice, a group set up by the Conservative MP Iain Duncan Smith, says the UK is now one of the leading hubs for buying and selling the products on the internet.
