Cautions proposed for lower-risk paedophiles

The country's most senior police officer dealing with child sex abuse says lower-risk paedophiles should not go through court proceedings.

Simon Bailey, the National Police Chiefs' Council lead on child protection, tells the Today programme the police have "reached saturation point" and lower-risk paedophiles should be given cautions with conditions attached.

They are dealing with such a huge increase in reports of sexual abuse that - he says - they need to focus on those who are a physical threat to children.
