The Victoria Derbyshire programme was given access to the unit, which has borrowed an idea first introduced in the Soviet Union in the 1970s.

Watch the Victoria Derbyshire programme on weekdays between 09:00 and 11:00 on BBC Two and the BBC News Channel.
