Caught by the 'litter police'

An investigation by BBC Panorama has found that a leading company which enforces litter laws on behalf of local councils, incentivises its staff to issues fines.

Luke Gutteridge was issued with a fixed penalty notice after he accidentally dropped some orange peel.
