Shaming the disabled parking badge abusers

BBC Inside Out goes out with the enforcers investigating the abuse of disabled parking badges.

Reporter Paul Clifton meets Helen Dolphin, a disabled motoring campaigner, who is trying to shame people who abuse the system in Portsmouth.

She confronts drivers who are using disabled parking badges illegally and tries to change their attitudes.

It is estimated disabled parking fraud costs councils £45m per year in lost revenues across England.
