Royal Preston Hospital's A&E department treating 'non emergencies'
A hospital in Lancashire is treating thousands of patients who should be cared for in the community.
More than 12% of patients who go to Royal Preston Hospital's A&E department are told GP care is more appropriate.
Less than one in five people who attend the department are admitted for treatment and 20% of people could have been cared for in the community.
