London congestion charge turns 10
When the congestion charge was introduced 10 years ago Londoners were promised a reduction in the levels of traffic and pollution.
A decade on, journey times in the capital are unchanged but in that time the charge has raised more than £1bn for transport improvements and reduced the number of cars coming into town.
Former mayor Ken Livingstone, who brought in the scheme, said it has been a huge success but what do businesses think?
