'Careful balance' needed in child support

The chairman of the Oxfordshire Safeguarding Children Board has said a careful balancing act is needed to care for vulnerable children.

His assertions come after an investigation into the death of a baby - known to social services - who drowned in a bath after her mother, who had been drinking, became distracted and left her unattended.

The serious case review found that the death of the baby could not have been prevented.
