Surrey Police apologise to family of puppy farm murder victims

An investigation by the Independent Police Complaints Commission has found Surrey Police had failed to review the firearms licence of a man who went on to kill his partner and her daughter.

John Lowe, 86, shot Christine and Lucy Lee at his puppy-breeding farm near Farnham in February 2014.

Gavin Stevens, Deputy Chief Constable of Surrey Police, has apologised to the family.
